La mobilisation internationale pour la libération de Biram Dah Abeid
De grandes organisations humanitaires ont envoyé une lettre ouverte au ministre mauritanien de la Justice, Dia Moctar Malal, qui exige un procès équitable pour Biram Dah Abeid, une des grandes figures du combat anti esclavagiste en Afrique, aujourd’hui incarcéré et qui vient d’être élu député dans son pays

Excellence, Monsieur le Ministre Dia Moctar Malal,
L’arrestation de Biram Dah Abeid, président de l’Initiative pour la résurgence du mouvement abolitionniste (IRA), et d’Abdellahi el Housein Mesoud (membre de l’IRA) le 7 août, ainsi que leur détention provisoire ultérieure, sont pour nous un sujet de grande préoccupation.
Nous vous adressons cette lettre avant leur comparution afin que vous puissiez vous assurer qu’ils bénéficieront non seulement de toutes les garanties d’un procès équitable mais aussi d’une assistance juridique et d’une remise en liberté en attendant le procès. Plus de 230 000 personnes dans le monde partagent notre inquiétude et ont signé une pétition* qui vous est adressée ainsi qu’au président Mohamed Ould Abel Aziz.
Celle-ci demande la fin du harcèlement des militant-e-s antiesclavagistes et la libération de M. Abeid dans l’attente d’un procès équitable. Le président de l’Initiative pour la résurgence du mouvement abolitionniste (IRA) est reconnu pour son travail au niveau international et a reçu, entre autres récompenses, le Prix des droits de l’homme des Nations unies en 2013. Ces dernières années, Biram Dah Abeid a été incarcéré à trois reprises. Sa dernière arrestation, le jour même de la clôture des inscriptions des candidats sur les listes électorales, a lieu dans un contexte de répression permanente à l’encontre du mouvement antiesclavagiste mauritanien, exercée notamment au moyen d’arrestations et de détentions arbitraires.
Depuis 2014, les autorités mauritaniennes ont eu recours à une série de mesures visant à décourager ou punir les militant-e-s antiesclavagistes de l’IRA. Au cours de cette période, nos organisations ont recensé plus de 63 cas d’arrestations arbitraires de défenseur-e-s des droits humains, dont au moins une douzaine auraient été soumis-e-s à la torture et à d’autres mauvais traitements en détention. En juillet 2016, 13 militants antiesclavagistes ont été arrêtés et inculpés d’ « attroupement armé », de « violences contre des agents de la force publique », de « rébellion » et « d’appartenance à une organisation non reconnue ». Bien que trois personnes aient été acquittées en 2016, Abdellahi Matalla Saleck et Moussa Bilal Biram, condamnés sans qu’aucune preuve n’ait été fournie lors de leur procès, ont été libérés en juillet de cette année après avoir purgé leur peine.
Leur détention dans une prison isolée dans le désert du Sahara, sans possibilité de recevoir la visite de leurs avocats ou de leurs familles, et durant laquelle ils auraient été victimes d’actes de torture et de mauvais traitements, a suscité l’inquiétude de la communauté internationale.
Ensemble, nous vous appelons à mettre un terme au harcèlement et à l’intimidation de ceux qui cherchent à garantir les droits des personnes que l’on prive de leur liberté en particulier des deux militants antiesclavagistes Biram Dah Abeid et Abdellahi el Housein Mesoud, et à prendre des mesures pour garantir que la justice et l’État de droit prévalent en Mauritanie.

Your Excellency Minister Dia Moctar Malal,
The arrest of the president of the Initiative for the Resurgence of the Abolitionist Movement (IRA) Biram Dah Abeid and Abdellahi el Housein Mesoud (IRA member) on 7 August and their subsequent detention on remand, is a matter of grave concern to us. We write ahead of his hearing, to seek your assurances that he will benefit from all fair trial guarantees, including legal assistance and release pending trial.
Our concern is shared by over 230,000 people around the world who have signed a petition* addressed to yourself and President Mohamed Ould Abel Aziz, calling for an end to the harassment of anti-slavery activists and for Mr Abeid’s release pending his fair trial.
The President of the Initiative for the Resurgence of the Abolitionist Movement (IRA) is recognised for his work internationally, having received the United Nations Prize in the Field of Human Rights in 2013, as well as others. In recent years, Biram Dah Abeid has been imprisoned three times. The timing of Mr Abeid’s latest arrest on the closing day for the registration of candidates for the national elections took place in the context of an ongoing clampdown on Mauritania’s anti-slavery movement, in particular arbitrary arrests and detention.
Since 2014, Mauritanian authorities have resorted to a range of measures to discourage or punish anti-slavery activists from IRA. Our organisations have over this period documented over 63 cases of arbitrary arrests of human rights defenders, at least a dozen of whom were reported to have been subjected to torture and other-ill treatment in detention.
In July 2016, 13 anti-slavery activists were arrested charged with « armed assembly », « violence against agents of the public force » rebellion, and « membership of an unregistered organization ». Whilst three were acquitted in 2016, two of those convicted, without any evidence having been provided at trial – Abdellahi Matalla Saleck and Moussa Bilal Biram – were released in July this year after serving their sentence. Their detention in a remote Saharan desert prison, with no realistic possibility of visits by their lawyers or family, and reported torture and ill-treatment in detention, attracted international concern.
Abdellahi el Housein Mesoud, and to take steps to ensure that justice and the rule of law prevail in Mauritania.
