Cardin Statement on Arrests of Anti-Slavery Activists in Mauritania – Déclaration du sénateur démocrate Cardin à propos des arrestations des activistes anti-esclavagistes (Cridem)

WASHINGTON – U.S. Senator Ben Cardin (D-Md.), Ranking Member of the Senate Committee on Foreign Relations, released the following statement Wednesday after being updated on the arrests of several anti-slavery activists in Mauritania: 

“Last week I had the great privilege of meeting Mr. Biram Dah Abeid and Mr. Brahim B. Ramdhane at the State Department launch of the 2016 Trafficking in Persons report. These remarkable gentlemen were both born as children of slaves, and have gone on to channel their hardship into a movement to end slavery and human trafficking. Both gentlemen were awarded by the State Department for their leadership in calling for greater justice and accountability in their home country of Mauritania.

“I learned this morning that at nearly the same time I was meeting with Secretary Kerry and this year’s awardees, including Mr. Abeid and Mr. Ramdhane, the Mauritanian government was arresting nine members of their organization, the Initiative for the Resurgence of the Abolitionist Movement (IRA). IRA is the largest anti-slavery organization in Mauritania, with members throughout the country who regularly mobilize to protest slavery and state-endorsed discrimination based in race, caste and gender.  As I and State understand, there have still been no formal charges against the nine and the standard 72 hour pre-trial window, as called for in Mauritanian law, has closed.

“It’s no secret that Mauritania has one of the worst records in the world when it comes to the scourge of modern slavery. I call on the government of Mauritania to immediately release these individuals and instead of arresting or harassing those who advocate for universal human rights, recommend they use more of their resources to end slavery in their own country.”

“La semaine dernière, j’ai eu le privilège de rencontrer M. Biram Dah Abeid et M. Brahim B. Ramdhane au Département d’Etat lors de la présentation du 2016 Trafficking in Persons rapport.

Ces exceptionnels individus sont tous les deux nés de parents qui étaient des anciens esclaves. Ils ont transformé cette terrible expérience en un mouvement qui vise à éliminer l’esclavage et le trafic humain. Tous les deux ont reçu cette distinction du Département d’Etat pour leur leadership dans leur combat pour la justice et contre l’impunité dans en Mauritanie.

“J’ai appris ce matin que presque au même moment où j’étais avec le Secrétaire [d’Etat John] Kerry et les récipiendaires de cette distinction, parmi lesquels M. Abeid et M. Ramdhane, le gouvernement mauritanien arrêtait 9 membres de leur organisation, l’Initiative pour la Résurgence du Mouvement Abolitionniste (IRA).

IRA est la plus grande organisation de lutte anti-esclavagiste en Mauritanie, avec des membres à travers le pays, qui se mobilisent régulièrement pour protester contre l’esclavage et la discrimination sponsorisée par l’Etat et basée sur la race, la caste et le sexe. A ce jour, le Département d’Etat et moi même, comprenons que la durée de la détention préventive comme stipulée par la loi mauritanienne a expiré et pourtant aucun chef d’accusation ne pèse sur les détenus.

“Il n’y a pas de doute que la Mauritanie a la pire forme d’esclavage moderne au monde. J’appelle le gouvernement de la Mauritanie à libérer immédiatement ces détenus. Qui plus est, j’appelle ces autorités à consacrer plus de ressources à l’élimination de l’esclavage au lieu de de harceler ces individus [militants d’IRA].
